Item 3 Minutes of last meeting 20thNovember 07
A. McGowan proposed, seconded T.Peate that the minutes of Tuesday 20th November 2007 be accepted as a true record. All in Favour.
Item 4 ACTIONS and Matters arising from the minutes
Matter regarding a proposal that M.Ventre attend a meeting and apologises in person for his behaviour at the meeting held on 20/03/07.
MATTER CLOSED.
A discussion took place regarding a Coach from our Association taking a Full Coach course within another Association when he had not been an Assistant Coach for 12 months. Also an Advanced Coach from another Association wishing to run an Assistant Coaches Course within our Association.
J.Hart proposed that we write to the Coaches Commission clarifying both matters so as to ensure all Associations are enforcing the same rules that we are and neither instance can happen again. Seconded R.White.

Item 5 North West Counties Regional Coachs Report
J.Hallam gave the report in the absence of TC.
Before the recent Assistant Coachs course some Coaches having booked a place pulled out late. After frantically ringing round to find replacements we finally got the number back upto 25 participants.
This is a very serious matter as not only are people depriving someone of a place but then when they pull out late they cause serious inconvenience for the course organisers.
HENCEFORTH KEVIN WILLIAMS WILL ONLY BOOK PEOPLE ONTO COACHING COURSES ONCE HE HAS RECEIVED A CHEQUE.
£75 for Assistant Coach, £60 for Full Coach made payable to North West Counties ABA.
A proposal was made that the entry fee should be non refundable should the participant pull out after booking a place on a course.
An amendment to the proposal was made by Alec McGowan that half of the course fee will be forfeited for administrative purposes, this was seconded by P.Angus.
10 voted for the amendment 7 against. Thus, the amendment is carried.
Each case of a participant pulling out last minute with be viewed on its own merits. For example if a participant can provide a valid Doctors note then a full refund will be deemed acceptable.
The recent North West Counties squad on the 5th January went very well and Mick Gannon was impressed. It has been proposed to box off seniors in order to rank boxers. The next NWC Squad will be on Thursday 31st January at 6:30 at the Salisbury Gym, this will be by invitation only.

Item 6 Correspondence
Letter received from Veronica Clarke, Solicitor, Archdiocese of Liverpool relating to St.Aloysius Boxing Club. The letter in essence asks for grants and assistance with finding grants for the Club. D. Ridpath has replied to Veronica Clarke statng that she contact their Local Council and seek assistance. KW to write a similar note on behalf of NWC.

Item 7 Honorary Treasurers Report
R.Bretherton circulated a Statement of the Financial Position as at 14th January 2008.
A report was given.
A vote of thanks was agreed for the Treasurer.
Item 8 Championships Report
J.Hallam stated that Everton Park was back on line as a venue for NWC Finals and beyond. Everton Park at a cost of £350 and Austin Rawlinson at £400 makes the Association more flexible when booking venues.

Item 9 Boxing Development
K.Williams spoke briefly about the soon to be advertised Tameside Boxing Development Manager post.
M. Liptrot has requested hosting an Assistant Coaching Course in Bolton as he has accessed funding to host the course. ML to find 24 participants and a suitable venue and report back to TC.
Item 10 ABAE Business
John Hallam who had attended the recent ABAE Council meeting discussed the following points.
ABAE Council Meeting Saturday 22 December 2007
1/ Each Division must put in place a 3 Member Panel to decide on whether there is a
Complaint/Disciplinary case to answer at Divisional Level.
2/ As of next season, all Clubs must have their Club Chairman, Treasurer and Secretary
Registered with the ABAE and so have their details entered onto the National
Database. This will of course mean that these Club Officials will have to be CRB
checked and cleared, I suggest all Clubs get the CRB checks done ASAP to avoid
any delays.
3/ When applying for a CRB it goes through a number of checks with various agencies.
With the Police checks this could be delayed for a number of reasons, the main
Reason being what is known as Police Soft Clearance. If there is a delay due to
Police Soft Clearance, the CRB Agency will not be informed of the specific reason
(neither will Barry Jones) so we will all have to bare with the delay until clearance is
given.
4/ Any Member of the ABAE, even members who are currently CRB cleared, MUST
Inform their Medical Registrar should they become disqualified from driving for any
reason. The Medical Registrar will then inform the Secretary of the Club to which
this person is a member of. Under no circumstances should Club members be put in
any risk of being driven/transported by disqualified or unlicensed personnel.
5/ The ABAE is the First Sporting body in England to attain the National Award at Gold
Level C2E. This was Awarded due to the ABAE Child Protection and Equity policies
being the most advanced within sport. Other sports are being told to look to the
ABAE to set their own policies.
6/ North West Counties must set up a Child Protection & Equity seminar, to be taken
By Barry Jones, ASAP.
7/ Any Appeals against Failed CRB clearance will be heard by the CRB Panel. The
Appeals Panel will sit and hear appeals every 6 months.
8/ Doping Controls will come in to effect in 2008. Athletes can be tested at all/any
Squad Training Camps. From the Quarter Final onwards in all Senior Championships
Athletes can be tested. Host Association must provide testing room at Championship
Item 11 Medical Registrar Report
A.Lynch stated that we are ahead of any previous season at this stage for registrations.
AL described the Associate Membership and stated that this is the minimum requirement for Boxers to spar and train.
Once the individual has become an Associate Member they are on the ABAE database and only require the posting of the Medical Examination Form to AL in order to get the Full Boxers ME3 card. Thus, the Associate Membership is not dead money if the Boxer wishes to progress to Boxing competitively.
AL spoke about the renewal of the Lanyard CRB during the season. Simply return the card to AL who will amend the card. It is the job of the OIC to check that the Coaches card and Lanyard CRB are upto date.
Once again AL reported only those who are registered on the ABAE database are covered by ABAE insurance.
Item 12 Adjudication
G.Thompson stated that he will be hosting a Major Panel exam for East and West Lancs Officials. He is obtaining information from Ray Black as to the requirements needed to pass the course.
Item 13 Divisional Minutes
P.Angus spoke about the recent incident of Officials in London taking part in an unlicensed Boxing Event in London.
ACTION: KW to seek clarity from the ABA as to the action that was taken.
AL stated that recent Divisional Minutes should be brought to the meetings.
Item 14 Child Protection and Equity
Update given by B.Nedley.
KW stated that he had received a letter from Barry Jones stating that henceforth ALL CLUBS are required to have a Club Welfare Officer who needs to be trained in Safeguarding and Protecing Children. KW has asked BJ whether he could perform the course en mass for NWC Clubs. As yet I have had no reply.

A discussion regarding Gloves ABC ensued.
